Can I extract a font from a PDF?

Technically yes — the font program is inside the file, and it can be read out.
Practically, embedded fonts are usually subsets, so what you extract may be missing most of the alphabet.

Edit a PDFLicensing
Reusing an extracted font in unrelated work is a licensing question separate from editing this document. Editing the document you have is not the same as acquiring a font licence.
