How to Make a PDF Editable

'Make this PDF editable' can mean three different tasks, and picking the wrong one wastes an afternoon.

Work out which you need before you start.

1. You want to change the wording

You do not need to convert anything. Open the PDF and edit the text in place — the embedded font is reused, so the change is invisible. Converting to Word first is what destroys the layout.

2. You want other people to fill it in

Add interactive form fields: text boxes, checkboxes, dropdowns and signature fields. Save without flattening and recipients can complete it in any PDF reader.

3. The document is a scan

There is no text to edit. Either add content on top of the image, or run OCR to create a text layer and proofread the result carefully.
